Officials identify him as the right-hand man of Iván Archivaldo Guzmán, son of imprisoned drug lord Joaquín "El Chapo" Guzmán. The arrest coincides with the Trump Administration's designation of the Sinaloa cartel and seven other Latin American criminal groups as foreign terrorist organizations (FTOs).
